Reliance slow 3g speed anyone facing?

I m getting just 60-70 kbps speed on reliance 3g pack in delhi/ncr
Anyone facing such low speed?can anyone tell the possible reason behind it?

In mobile I always used to get 50-60 kbps speed..
Now it became even worse..
Only 10-20 kbps speed..
But in PC I'm getting 300+ in day time and 700+ in night..

It doesn't matter its pc or mobile i get 30-40 kbps in day and 80-100kbps after 12 AM in night.
I live in NCR and this speed sucks and what's worst i tried calling *333 and 198 to contact customer care executive but there's no option there by which i can speak to them.
Reliance now provides worst 3g speed i don't know why!
