MTNL World's worst service provider - True or False

I'm saying this because 2.5 months ago (March,2016) I applied to new MTNL broadband connection, during applying I asked them in how many days I got connect they replied within 7 days but I waiting their for 10 days I visited SSO of Rajouri Garden he said you'll get connection within 10 days. My Home from MTNL office (Sanchar Haat) is apx. 500 mtr, Every visit to there I lost my time and money also because I have to take leave from office. After 2.5 months they didn't provide the connection than I applied for refunds (30 May, 2016) but till date I didn't received my refund cheque!

is anyone faced this situation, if yes please share ........

yeps in delhi its worst... but roaming on bsnl its good
