huawei 3g modem problem.....help needed

my huawei 3131b modem is not showing any signal (X mark on dashboard in signal area) and not allowing to connect/dial to network though i am able to make/receive call and sms. it is not allowing to search or select network as option are grey-ed out.

i have re-installed mobile partner, changed sim but result is same whereas my other modem is working fine on same laptop with same software and sim. i tried on other laptop where no mobile partner installed previously but still not showing any signal.

Problem is in dongle.
is dongle detecting properly in your computer ?
put modem in computer and go device manager and check whether all driver are detected properly or not .
