Just use PowerISO software It has already a menu to make pen drive bootable u don't have to do anything just make a image file of windows you want to make bootable on your PC

Use win2flash it supports even windows 98 and xp.

bro u can use power iso latest version intall it then go to tool there is option of making bootable usb pen drive click and rest follow the instruction afterward

bro hv u try ur soln i thing it may not work coz copy paste would not make a bootable pen drive this only done by performing some instruction on pendrive to make it in proper format to boot the device u can done it by cmd or use software which is mention in above
