help with aircel config

i have some ip that are connected in AIRCEL with mms apn at zero balance and no data reduction
but when use them as host it says "method not allowed"
and in the browser when i open any address with the proxy some "apache redhat" site opens.
is there nyone who can make a working config out of it?
