yes not working need to find similar proxy like 100.xx.xx.99 which is pinging without vpn and working in bbm...i found one more 206.51.26.189 for which ping is working without vpn but not able to make it work through VPN...this proxy is the only hope to save bbm trick in HR...

i also having same problem on haryana sim...tcp proxy stopped and udps not connecting after bal gone....pm me if you have any solution..thnx in advance

Disable all kind of proxies and tick "Automatically Detect Settings" in the Network Settings.. I hope this might solve the issue as i am still able to browse and download with my trick Airtel BBM 3G trick is Back - 16 May 2013 - HaYwIrE

Sorry i think i misunderstood what you were asking, If you are asking about the Port 19780 and 19781, then i really don't have any idea about your problem as i previously mentioned that i just found them on google...
