if you want paypal account, bank account is necessary,also the pan card to verify your account.
just signin to paypal using your gmail account, link your bank account, verify ur account,
in bank varification they will send some small amount in your bank account which you have linked,
you have to fill that amount on paypal for verification.

Go to Paypal and sign up..... Use a Pan card .. i use my parents pan card.. and name used on Paypal should match that of pan card......... Then you can add a debit card/credit card or bank account...which ever possible... Now your account is ready... Use it :p

And for bank account connecting..it may take upto 3- 5 days ... You have to confirm two small deposits from paypal to your bank account... Harder but better...
