i will be able to use wordpress with that?( connect wordpress with that) or i will be able to install wordpress in that site?

Option 1 : Buy domain from somewhere else and domain mapping upgrade from wordpress blog.
Option 2: Buy domain from wordpress blog itself.
Option 3: Buy domain from somewhere else and buy hosting services too.

but hosting service is too costly it like some rupee/month not per year.

Yep, you can find a lowendvps box, and set it up yourself, they cost between 5$-20$ per year.
Just buy a domain and a lowendvps box.
