In my experience, the best solution for monetizing is shorte.st. Shorte.st counts more visits and all clicks have the same rate, not like with other shorteners, where the rate is going down with every click...
I use shorte.st on my blog and on Facebook. The most of my traffic is from Spain, Latin America and United States. Last payment I received from shorte.st http://imgur.com/s0I7zks

You may be right but actually I get free income from my referrals! I have 60+ referrals and I'm earning 20% of what they earn.. last time 30USD alone was from referrals

And I used my blog and Youtube method to get these much referrals

Good but using Shorte.st would be better as told by @sebstrova They give better rates than adfly. About 1.5 times higher. Maybe because adfly dnt have popups unlike shorte. But since we will use it in youtube. So popups shouldn't be a problem.

me too. Adf.ly link is also blocked in my country too . I am from india.

by changing ip through VPN i am able to access adf.ly link.
