Help ! My Reliance Speed Has Capped

I live in delhi and I was getting about 200kbps speed in Reliance but from some days my speed is capped to 30kbps - 40kbps ..I recharged my number with rs156 plan ..but speed doesn't uncapped. ..
I complained 2-3 times but they dont call back as they said..Please if anyone have any little idea abt this help me...
