HELP WITH THESE IPs PORTS

PROBLEM 1
I connected Aircel with "aircelmms"
put 172.17.83.69:80 in Firefox and on opening any address this page opens_View attachment 1507
someone explain me what is this/
A similar thing happened in Tatadocomo
apn=tata.docomo.mms
proxy port=10.124.88.22:8080

PROBLEM 2
In IDEA i scanned various ips from 10.4.42.2 to 10.4.42.220
apn=mmsc
various ips with many ports were found working but none of them i could use for internet(i tried putting in firefox and openvpn)
some combinations were 10.4.42.73 with ports 80 and 8080
10.4.42.117 with 80
10.4.42.122 with 79
please someone scan or try if he can find way to access net from these...

anyone how to find working ip address for host plz tell

only proxy trick of airtel is working because airtel is not so intelligent like other operatore like docomo and idea.mai to idea ka proxy trick dundh hi ni paaya hu or docomo me problem hai .kya karu idea and docomo ka ye pata nhi chalta
